Amendment 1: Are you in favor of adding a new Article 8, Personal Wireless Service Facilities to the Dunbarton Zoning Ordinance? The amendment establishes a new section of Article 8 to provide and regulate the placement use and construction of personal wireless services, commonly known as cell towers, and to require site plan review by the planning board. The town presently has no regulations for personal wireless service facilities. Recommended by the planning board.

Amendment 2: Are you in favor of adding a new Article 9, Multi-family Residential Housing District, to the Dunbarton Zoning Ordinance? The amendment establishes a new Article 9 to provide for and regulate the placement use and construction of multi-family dwellings. Also, it provides for a restrictive zoning area where buildings are allowed along routes 13 and 77, and regulates site layout and constriction design relating to setbacks, buffer zones and unit densities. The town presently allows multi-family construction in principal residential zones. This new ordinance reduces those areas where multi-family uses are allowed and provides increased regulation. Recommended by the planning board.

Amendment 3: Are you in favor of amending Article 4, Use and Dimensional Regulation, to include new section F. Large Lot Zoning with Reduced Lot Frontage, in the Dunbarton Zoning Ordinance, to read, "1. As an elective option to less-than-traditional frontage requirements, reduced lot frontage shall be permitted under the provisions of this ordinance, provided each lot provides for an increase in the minimum acreage per the Table of Dimensional Regulations (sub-section B, Article 4), and associated footnotes." And amend section B. Dimensional Regulations by adding a new category "All Districts" and new minimum lot sizes and minimum frontage requirements in the building setback table. Article 2: Shall the school district raise $3,346,001 for the construction of a 10-classroom kindergarten facility, for the payment of furnishings, equipment, architectural and other fees, land acquisition, site development and related incidental and necessary costs for such construction pursuant to the plans and specifications as may be approved by the school board, copies of which will be on file with SAU 19 in Goffstown, and appropriations to the funded as follows:
$2,253,040 from kindergarten aid, and
$436,769 from impact fees from the town of Goffstown School Impact Fee Fund, and
up to $400,000 from the unreserved fund balance at June 30, 2004, and
$256,202 to be raised from taxes.

It is anticipated that the savings generated from this program will cover the costs of the bond and at the end of the bond term will save the town an additional $100,000 per year. Appeals may be had to a from the building code board of appeals in the manner provided by applicable statutes. The building codes board of appeals shall, within ninety days of its original appointment, pursuant to RSA 676:1, adopt rules of procedure governing the manner of conducting its business and may include the subject matter of such rules matters that may be necessary to provide for an appeal process, to the extent not consistent with applicable statutes."
