Troy Brown looks forward to guiding Pembroke as town administrator

Troy Brown, Pembroke’s new town administrator, looks forward to bringing his experience to the growing town of Pembroke.

From what he has seen, the residents of Pembroke have been actively taking part in the residential and commercial development of their town, he said.

“One can assume Pembroke is not a sleepy bedroom community,” he said. “It’s a community on the move. They’re aware and they want it to happen their way.”

Seeing that involvement impressed Brown and he would like to expand on that, he said.

For the first few months of his job, he plans to observe and ask questions in order to understand how the town functions before identifying any changes he would want to make, Brown said.

Brown wants to tour the community in order to get a feel for the roads and sites of potential developments, he said. He also wants to meet all the organizations in town and learn the staffing and technology needs of the town’s departments, he said.

“Of course, Town Meeting is rapidly approaching,” Brown said. “Preparing for Town Meeting will be top priority.”

Brown had a chance to tour part of Pembroke on Tuesday, Nov. 9, when he was introduced to the town’s department heads. He was also given a tour of the Pembroke Safety complex and the Suncook Business District where he had lunch.

“He seems to have a thorough background and I’m sure he’ll do a great job,” said town finance director Dawn Ouellette. “I’m looking forward to him starting.”

The decision to hire Brown was unanimous, said Selectman Bill Boudreau.

“We were looking for someone with new ideas who could add excitement and drive,” he said.

Brown has worked in Londonderry as an administrative support specialist for the past eight years. His job included coordinating the town’s departments and spearheading special fundraising grants. He also served as interim town manager for a six-month period.

The job as Pembroke’s town administrator is perfect for him, Brown said.

“In Londonderry, there was nowhere else for me to go further,” he said. “This is the perfect match for me with my level of education and experience, with all the issues Pembroke is facing.”

Brown graduated from the University of Maine at Orono with a bachelor of arts degree in public administration in 1990.

After gradation, he started out as town manager of Limestone, Maine, which had a population of 10,000 including an Air Force base. Due to Limestone’s small size, Brown not only served as town manager, but also as the code enforcer, the inspection officer, the welfare officer and the town planner.

Brown faced challenges as Limestone’s town manager, including preparing difficult budgets as the town’s economic depression got worse when the Air Force base closed.

Currently, Brown lives in Londonderry with his wife and two children. In his spare time, he enjoys sports such as crosscountry and downhill skiing to biking and swimming.

“My favorite pastime is doing anything I can with my family,” he said.

Brown’s salary will be approximately $62,200. He is replacing David Stack, who left on Oct. 15. From the last data the Banner received, Stack’s salary was $74,385.

Brown will begin his job on Monday, Nov. 29, after he finishes his job in Londonderry and takes a family vacation.
